23일 민주민주당(민중당)이 조직하는 방위여단 <21세기체게바라> 결성을 앞두고 15일 민중민주당노동자위원회는 <21세기체게바라 Defense Brigade> 노동자결의대회를 진행했다.
참가자들은 민족자주와 평화, 노동해방을 위해 투쟁하다 먼저 간 전세계 모든 동지들을 기억하며 묵념한 뒤 <임을위한행진곡>을 제창했다.
사회를 맡은 박소현민주노총전국교육공무직본부충남지부조직국장은 <1936년 가을, 3만5000여명의 전세계 진보적 민중들이 스페인을 향해 진군해 스스로 무장을 들었다. 80%가 노동자였던 그들은 국적도 인종도 모두 달랐지만 <국제여단>의 이름아래 제국주의와 파쇼세력에 맞서 하나뿐인 목숨을 걸었다.>고 되짚었다.
이어 <스페인내전이 2차세계대전의 전조였던 그때처럼 90여년이 지난 오늘, 우리는 3차세계대전의 본격화를 촉진하게 될 새로운 전쟁의 태풍앞에 직면해있다. 베네수엘라, 라틴아메리카에 전쟁이 터진다면 다음차례는 <한국>, 동아시아가 될 것이다.>라고 예견했다.
그러면서 <동지들! 어제의 스페인민중의 운명이 전세계민중의 운명과 같이했듯, 오늘 베네수엘라민중의 운명과 우리의 운명이 다르지 않다. 우리는 오늘 이 자리에서 내 조국, 내 일터를 지키는 심정으로 <21세기체게바라>가 돼 베네수엘라와 함께 싸우고 우리의 평화도 지켜낼 것이다.>라고 다짐했다.

김미복민주노총전국사회서비스일반노조사무처장은 <침략과 약탈을 존재근거로 삼는 제국주의가 있는 한 전세계노동자들의 처지는 갈수록 비참해질수밖에 없다. 그 제국주의의 야수적 침략이 지금 베네수엘라에 집중되고 있다. 미제국주의는 베네수엘라석유강탈을 위해 마약청정국인 베네수엘라는 <마약범죄국>으로 모략하고, 민의가 집중돼있는 마두로민중정권을 <마약카르텔주범>으로 음해하며 침략을 본격화하고 있다. 이에 맞서 베네수엘라민중정권은 꼬무나로 단결한 민중들이 지금 반미결사항전을 결의하고 있다. 정권과 민중, 베네수엘라 정규군과 민병대의 단결과 라틴아메리카와 전세계진보세력의 베네수엘라에 대한 굳건한 연대는 미국의 침략과 약탈, 제국주의의 3차세계대전본격화책동을 분쇄하기 위해 반제전선이 강화확대되고 있다는 것을 보여준다.>고 역설했다.
이어 <베네수엘라민중의 투쟁역사는 미제국주의로부터 벗어나기 위한 숭고한 투쟁이었다는 점에서 <한국>변혁세력, 노동자민중의 투쟁역사와 본질적으로 일치한다.>며 <역사적으로 단결한 노동자민중이 사회변혁을 이끌어왔다. 1936년 스페인내전당시 노동계급은 국제여단에 결집해 스페인민중정권수호를 위해 함께 싸웠다. 스페인내전은 비록 패배했지만 2차세계대전에서 반파쇼전선이 승리할수 있었던 것은 노동계급을 중심으로 한 세계변혁세력과 민중들이 반파쇼로 단결해 제국주의파쇼군대에 맞서 싸운 스페인내전의 역사적 경험이 있었기에 가능했다.>고 강조했다.
지영철한국노총전국금속노동조합연맹조직부장은 <자본주의는 자국 노동자민중의 고혈을 짜내면서 성장해왔다. 그렇게 덩치를 키워 경제를 독점한 자본주의는 제국주의라는 늑대의 탈을 쓰고 탐욕의 더러운 이빨을 번뜩이며 전세계의 먹이감을 사냥했다. 무자비한 정치적 지배와 경제적 약탈, 군사적 침략은 제국주의의 생존방식이고, 자기존재를 유지할수 있는 유일한 수단은 바로 침략전쟁이다. 그렇게 1, 2차세계대전이 벌어졌고 제국주의의 우두머리가 된 미제국주의는 현재 3차세계대전을 동유럽에서 시작해 서아시아를 거쳐 동아시아·서태평양으로 확대하고 있다. 그야말로 전세계를 세계대전의 폭풍속에 밀어넣고 있는 엄중한 정세다.>라고 분석했다.
더해 <그에 그치지 않고 특히 저 멀리 카리브해에 <신냉전>을 촉발할 새로운 전쟁의 태풍이 시작되고 있다. 바로 베네수엘라 마두로대통령에 대한 미제국주의 트럼프의 전쟁도발이다. 미제국주의는 최대산유국인 베네수엘라의 석유를 약탈해서라도 38조달러라는 천문학적인 국가부채의 최대경제위기를 벗어나고자 하는 흑심을 숨긴 채 말도 안되는 <마약조직의 보스>라는 거짓선전으로 마두로대통령을 음해모략하며 침략전쟁의 불을 활활 지피고 있다. 베네수엘라는 지금 일촉즉발의 전쟁전야이며 위험천만한 상황에 놓여있다. 하지만 베네수엘라의 노동자민중은 차베스를 독살하고 마두로까지 현상금5000만달러라는 어이없는 현상금을 걸고 죽이려 하는 미제국주의에 맞서 800만민병대를 자원하고 있다.>고 전했다.
이용수전국세계노총(준)조합원은 <정의로운 베네수엘라민중이 자원입대하며 조직된 800만민병대는 마두로민중정권을 지키고, 대베네수엘라침략책동을 분쇄하기 위한 결사항전을 결의하고 있다. 마두로대통령은 미제국주의의 온갖 제재와 압박 속에서도, 차베스전임정권시기의 단 10%의 예산만으로도 500만주택건설과 식량자급을 이뤄냈다. 자주의 베네수엘라가 자립을 이룩할수 있었던 것은 민중을 정치의 주인으로, 담당자로 내세운 민중자치정권 꼬무나가 있었기에 가능했다. 이 꼬무나의 민중들이 지금 반미항전에 과감히 나서며 전세계를 향해 베네수엘라와의 연대, 반제전선의 강화를 촉구하고 있다.>고 힘줘 말했다.
나아가 <우리가 조직하는 방위여단 <21세기체게바라>는 베네수엘라민중정권에의 확고한 연대를 위한 것이자 세계적인 반제공동행동을 강화하기 위한 것입니다. 반제전선의 강화는 필연적으로 <한국>과 동아시아에서의 제국주의침략가능성을 약화시키고, 최악의 경우 침략전쟁이 발발해도 제국주의를 격퇴하고 평화를 실현하는 데 커다란 힘으로 작용할 것이다. 스페인내전당시 국제여단의 피어린 투쟁은 제국주의파시즘에 맞선 국제주의역사의 귀감입니다. 코민테른에 의해 조직된 국제여단3만5000명의 80%가 노동계급이었다. <세계 모든 민족들이 스페인국민과 함께 국제여단에 있다>는 긍지높은 국제주의정신은 지금 <21세기체게바라>를 조직하는 우리노동계급의 심장을 고동치게 한다. 우리는 베네수엘라민중정권, 세계노동자민중과 단결투쟁해 제국주의를 타도하고 전세계노동자민중의 자주와 해방을 앞당길 것이다.>라고 결의했다.

반제전선에 굳게 단결하자! 베네수엘라민중정권을 수호하자!
제국주의의 야수성은 침략과 함께 약탈을 동반한다. 날강도미국은 <한국>을 상대로 3500억달러에 더해 6000억달러, 주<한>미군주둔비10배인상을 압박하고 있다. 미제국주의의 극악무도한 날강도정책은 <한국>경제를 파괴하고 우리노동자들을 실업으로 내몬다. 이뿐인가. 주<한>미군의 작전범위를 동아시아로 확대하며 대만전개입을 예고하고, 일본과의 전쟁연습으로 일군국주의에 대륙침략활주로를 열어주고 있다. 전대륙에서 벌어지고 있는 크고 작은 전쟁들은 동아시아에서도 반드시 전쟁이 터지며, 그때가 임박했다는 것을 보여준다. 동아시아 어디서든 전쟁이 터지면 미군의 진출기지인 <한국>은 전쟁터로 전변되며, 노동자·민중은 전쟁의 총알받이, 전시경제의 희생양으로 전락한다. 우리노동자·민중이 사활을 걸고 반제전선을 강화해야 하는 이유가 여기에 있다.
제국주의미국의 침략책동이 베네수엘라에 집중되고 있다. 미제침략군은 카리브해에 군함, 전략폭격기, 전투기와 수천의 군인들을 집결시키며 1962년 카리브해위기를 능가하는 첨예한 위기를 조장하고 있다. 트럼프는 미CIA(중앙정보국)의 마두로베네수엘라대통령암살작전을 승인했고, 해상에 이어 항공과 지상에서도 군사작전을 벌이겠다고 미쳐날뛰고 있다. 전쟁위기는 베네수엘라를 넘어 콜롬비아, 쿠바, 니카라과까지 확대되고 있다. 미국의 대베네수엘라침략책동은 1차적으로 석유약탈을 위한 것이지만, 근본적으로는 자유와 해방으로 나아가는 라틴아메리카를 다시 미국의 <뒷마당>으로, 식민지로 전락시키려는 것이다. 베네수엘라민중정권과 800만민병대는 반미항전을 결의하며 세계민중들에게 반제전선으로의 결집을 촉구하고 있다.
스페인내전은 2차세계대전의 전초전이었다. 세계진보세력은 스페인민중정권승리를 위해 국제여단으로서 참전했다. 전세계 노동자ﾷ민중은 각국에서 파시즘의 위험성과 2차세계대전위기를 널리 알리며 반파쇼투쟁을 활발히 전개했다. 스페인내전은 비록 패배했지만, 2차세계대전에서 반파쇼전선이 승리할 수 있었던 토대가 여기에 있다. 지금 침략전쟁을 막기 위해선 제국주의침략세력의 가짜전쟁명분을 분쇄하고 침략과 약탈을 폭로해야 한다. 미국은 2000년대 서아시아(중동)석유약탈을 위해 서아시아반미세력을 <테러집단>으로 모략하며 <테러와의 전쟁>을 주창했다. 지금은 베네수엘라석유약탈을 위해 <마약과의 전쟁>을 내세우며 마두로대통령을 <마약카르텔>로 음해하고 있다. 특히 자본에 의한 착취에 시달리고 있는 우리노동자는 자본주의의 최고단계이자 금·산·군(금융·산업·군수)복합체의 또다른 이름인 제국주의가 다른나라를 식민지화하고 세계노동자들을 2중3중 착취하는 것을 결코 좌시할 수 없다.
전세계곳곳에서 침략과 학살, 약탈이 벌어지는 오늘, 우리는 방위여단 <21세기체게바라>를 결성한다. 베네수엘라의 운명이 곧 <한국>의 운명이다. 베네수엘라전선이 무너지면 라틴아메리카전체가 위태로워지며 제국주의호전세력이 일으킨 3차세계대전은 반드시 본격화된다. 전쟁의 폭풍이 <한국>·동아시아에 몰아치는 것을 결코 막을 수 없다. 베네수엘라민중정권에 대한 굳건한 지지는 곧 반제전선에 단결한 세계진보적 인류와의 굳건한 연대다. 세계반제전선의 강화는 필연적으로 반제항전과 반제공동행동의 승리를 불러온다. <전세계 노동자여 단결하라>와 <단결한 민중은 결코 패배하지 않는다>는 승리의 기치이자 만고의 진리다. 우리노동자·민중은 베네수엘라노동자민중과 단결하여 제국주의침략책동을 분쇄하고 세계자주화와 진정한 평화를 앞당길 것이다.

Worker’s speech 1
The Republic of Korea (the ‘ROK’) was liberated from Japanese colonial rule in 1945, but that liberation was incomplete. With this incomplete liberation, the military forces of US imperialism occupied this land. Both war and division were planned by US imperialism. Under the colonial rule of US imperialism, the lives of workers and the people are no different from that of slaves.
Minimum wages, fragmented contracts, second- and third-tier subcontracting structures, the world’s longest working hours, industrial fatalities, and workers who are not even recognized as workers—Jeon Tae-il’s cry of “Observe the Labor Standards Act,” “We are not machines,” uttered 55 years ago as he gave his life, has still not been realized.
Workers in the ‘ROK,’ fighting to change worksites where their lives are constantly threatened, have waged fierce struggles through the world’s longest high-altitude sit-ins and strikes. Even after the collapse of the anti-labor fascist Yoon Suk-yeol government and the rise of the Lee Jae-myung reformist government, the miserable lives of workers have not changed. In the end, workers are realizing that unless imperialism is defeated, they cannot escape the chains of oppression and exploitation.
As long as imperialism exists—whose very basis of existence is aggression and plunder—the condition of workers around the world can only become more miserable. And the beastly aggression of imperialism is now concentrated on Venezuela. For the sake of plundering Venezuelan oil, US imperialism is slandering Venezuela—a drug-free nation—as a “narco-state,” and is vilifying the Maduro people’s government, which reflects the will of the people, as a “drug cartel ringleader,” while escalating its aggression. In response, the people’s government and the people united in the comuna are now resolving to wage an anti-US life-and-death resistance. The unity of the Venezuelan government and people, and of its army and militia, together with the steadfast solidarity of Latin America and the world’s progressive forces with Venezuela, shows that the anti-imperialist front is being strengthened and expanded to crush the US’s aggression and plunder and its scheme to ignite a full-scale World War 3.
The history of struggle of the Venezuelan people is, in its essence, identical to the history of struggle of the revolutionary forces, the workers and people of the ‘ROK’, for it is a noble struggle to break free from US imperialism.
Historically, it has been the united workers and people who have led social revolution. During the Spanish Civil War in 1936, the working class rallied into the International Brigades and fought alongside the Spanish people’s government. Although the Spanish Civil War ended in defeat, it provided the historical experience that made possible the victory of the anti-fascist front in World War 2: during the Spanish conflict the world’s revolutionary forces and peoples—centered on the working class—united in anti-fascist struggle and fought the imperialist-fascist armies.
Our enemy, yesterday and today, remains unchanged: imperialism. Especially in the conditions of World War 3, if war breaks out in Latin America following Eastern Europe and West Asia, the flames of world war will inevitably spread to East Asia, and the ‘ROK,’ where US forces are stationed, will certainly become a battlefield—and we workers will be reduced to cannon fodder. To prevent imperialist wars of aggression—wars inevitably accompanied by massacre and destruction—workers around the world must unite and struggle under the banner of anti-imperialism.
The defeat of imperialism is inevitable, and the speed of that defeat is something we ourselves can accelerate. Let us unite and struggle under the proud name of the “21st Century Che Guevara” and hasten the final victory.

Capitalism has grown by squeezing the lifeblood from its own workers and people. Once it became bloated and monopolized the economy, capitalism donned the wolf’s mask of imperialism, baring its greedy, filthy teeth and hunting prey across the world. Ruthless political domination, economic plunder, and military aggression are the very survival mechanisms of imperialism, and the only way it can maintain its existence is through wars of aggression. This is how the First and Second World Wars occurred, and US imperialism—the head of imperialism—now seeks to expand World War 3, beginning in Eastern Europe, spreading through West Asia (the Middle East), and extending to East Asia and the Western Pacific. The world is now being pushed into the storm of global war.
And the threat does not stop there. Far away, in the Caribbean Sea, a new storm of war capable of triggering a “New Cold War” is beginning—US imperialism under Trump is provoking war against President Nicolás Maduro of Venezuela. Hiding its sinister aim to plunder the oil of Venezuela, the world’s largest oil-producing country, in order to escape the astronomical national debt crisis of $38 trillion, US imperialism spreads false propaganda that Maduro is the boss of a drug organization, stoking the flames of an aggressive war. Venezuela is now on the brink of war, in an extremely dangerous situation. Yet the workers and people of Venezuela are volunteering for an 8-million-strong militia to resist US imperialism, which has poisoned Chávez and put an absurd $50 million bounty on President Maduro’s head.
Workers around the world are one. The merciless aggression and plunder of imperialism only strengthens the unity of the workers and people globally. As world history shows, we workers have always stood united against all imperialist wars of aggression, transcending race, nationality, age, and gender, and fought courageously with united strength. The struggle of Venezuelan workers and people against US imperialism is the struggle of workers and people in the ‘ROK.’ Workers and people everywhere who seek true peace and stability are united in a just spirit of struggle against the beast-like imperialists, and in the noble love for their own homeland.
Supporting and standing in solidarity with Venezuela today is, in essence, a struggle against US imperialism, which has occupied this land militarily for over half a century and politically dominated and economically exploited it. The workers and people of Venezuela and the workers and people of the ‘ROK’ are comrades, fighting shoulder to shoulder on the common front of anti-imperialism.
The “21st Century Che Guevara” opposes all wars of aggression waged by US imperialism and will struggle in solidarity with Venezuela—a people’s government and an anti-imperialist government succeeding Chávez and led by President Maduro, a former bus worker and the son of a labor activist. Injustice can never triumph over justice, and wars of aggression and plunder will be utterly defeated by anti-imperialist struggle. United workers and people can never be defeated, and nothing in this world can break their enormous power. The workers and people of the ‘ROK’ have paved history through uprising. Today, the firm resolve of the “21st Century Che Guevara” will soon lead to a nationwide anti-US uprising, joining forces with the workers and people of Venezuela on the anti-imperialist front, creating a great wave that will merge into a massive current. The US’s war of aggression against Venezuela and the warmongering forces of imperialism seeking World War 3 will be reduced to nothing but foam. Workers of the world, unite! The ultimate victory of anti-imperialist struggle, led by workers and peoples around the world, is certain, and the workers and people of the world will finally welcome a new world free of imperialism. Let us struggle with full force! Struggle!

Today, Venezuela has become a fierce battleground of the anti-imperialist front. The imperialist forces of aggression have approved a secret CIA operation and are concentrating massive military power—including aircraft carriers and bombers—into the Caribbean Sea, viciously slandering the land of peace, Venezuela, a drug-free nation, by turning it into a land of war and defaming it as a narco-criminal state. They are even resorting to reactionary “false-flag” operations and “color-revolution” schemes, frantically attempting to overthrow the Maduro government. Through murderous economic sanctions and blockades, they are tightening the noose around the Venezuelan people, desperately seeking to plunder oil and natural resources. While targeting Venezuela, the US is designating Cuba as a “state sponsor of terrorism,” threatening Nicaragua and other anti-US progressive governments, and employing every vile trick imaginable to reduce the Latin American continent to the US’s backyard.
The war crisis unfolding across the Caribbean can be defeated only through a broad anti-imperialist front. Historically, we workers have rejected capital built on exploitation and plunder, and have carved out the true world of workers and the people. The special mission of the working class—one that can achieve its own liberation only by liberating all oppressed and exploited classes and strata—makes us keenly aware of our responsibility to take the lead in today’s extraordinary situation.
For the workers of the colony ‘Republic of Korea (ROK),’ who suffer double and triple exploitation under imperialist domination and plunder, the US’s military threats in pursuit of Venezuela’s economic subjugation and plunder are by no means someone else’s affair. The actual face of the US’s aggression and plunder is this: placing a collar of subjugation on the ‘ROK,’ and reducing Venezuela to a colonial slave.
The just Venezuelan people, volunteering en masse, have organized an 8-million-strong militia that has resolved to defend the Maduro people’s government and to crush the US’s schemes of aggression against Venezuela through a life-or-death struggle. President Nicolás Maduro, even under relentless US sanctions and pressure, has achieved the construction of 5 million homes and food self-sufficiency with only one-tenth of the budget of the previous Chávez government. Venezuela’s path of independence and self-reliance was made possible because of the comuna (commune)—people’s self-governing power—that placed the people as the protagonists and administrators of politics. It is these comuna people who are now boldly rising in anti-US resistance, calling upon the entire world to unite with Venezuela and strengthen the anti-imperialist front.
The Defense Brigade “21st Century Che Guevara” that we are organizing is meant to show steadfast solidarity with the Venezuelan people’s government and to strengthen global joint anti-imperialist action. The strengthening of the anti-imperialist front will inevitably weaken the possibility of imperialist aggression in the ‘ROK’ and East Asia, and in the worst case—even if a war of aggression breaks out—it will serve as a powerful force to repel imperialism and realize peace.
The blood-stained struggle of the International Brigades during the Spanish Civil War is a model of internationalist history standing against imperialist fascism. Eighty percent of the 35,000 fighters of the International Brigades organized by the Comintern were from the working class. The proud internationalist spirit expressed in the slogan “All the peoples of the world are in the International Brigades next to the Spanish people” beats strongly in the hearts of our working class as we organize the “21st Century Che Guevara.” We will unite and struggle with the Venezuelan people’s government and with the workers and peoples of the world, overthrow imperialism, and hasten the independence and liberation of the workers and peoples of the entire world.
Let the working class lead the way raising high the banner of anti-imperialism and internationalism!
At the forefront of the anti-imperialist front, let us crush the schemes of imperialist aggression!

Let us firmly unite on the anti-imperialist front! Let us Defend the people’s government of Venezuela!
The brutality of imperialism is always accompanied by plunder and aggression. The US, the bandit nation, is pressuring the ‘Republic of Korea (ROK)’ to pay an additional 600 billion dollars on top of 350 billion dollars, demanding a tenfold increase in the cost of stationing US troops in the ‘ROK’. The heinous and ruthless bandit policy of US imperialism is destroying the ‘ROK’ economy and driving our workers into unemployment. That is not all. By expanding the operational range of USFK to East Asia, it is announcing intervention in Taiwan, and conducting war exercises with Japan, it is opening a runway for Japanese militarism’s continental aggression. The numerous wars taking place across the continent show that war in East Asia is inevitable and imminent. Once war breaks out anywhere in East Asia, the ‘ROK’, serving as an advance base for US forces, will be transformed into a battlefield, and workers and the people will become cannon fodder and victims of a wartime economy. This is why our workers and people must stake their lives to strengthen the anti-imperialist front.
The imperialist US’s schemes of aggression are now concentrated on Venezuela. The US invasion forces are assembling warships, strategic bombers, fighter jets, and thousands of troops in the Caribbean Sea, creating a crisis even sharper than the 1962 Caribbean Crisis. Trump has approved the CIA’s operation to assassinate President Nicolás Maduro of Venezuela, and, adding to the maritime operations, is now raving that he will launch military operations in the air and on the ground as well. The war crisis is expanding beyond Venezuela to Colombia, Cuba, and Nicaragua. The US’s aggressive schemes against Venezuela are aimed first at plundering oil, but fundamentally they seek to drag Latin America—advancing toward freedom and liberation—back into the US’s “backyard,” reducing it once again to a colony. The Venezuelan people’s government and its 8 million-strong militia have resolved to wage an anti-US resistance and are calling upon the people of the world to unite on an anti-imperialist front.
The Spanish Civil War was the prelude to World War 2. Progressive forces around the world joined the war as the International Brigades to support the victory of the Spanish people’s government. Workers and the people across the world actively waged anti-fascist struggles, widely exposing the dangers of fascism and the looming crisis of World War 2 in their respective countries. Although the Spanish Civil War ended in defeat, it laid the groundwork for the victory of the anti-fascist front in World War 2. To prevent a war of aggression today, we must shatter the false pretexts fabricated by imperialist aggressors and expose their invasion and plunder. In the 2000s, the US, in pursuit of plundering oil in West Asia (the Middle East), slandered anti-US forces in the region as “terrorist groups” and proclaimed a “War on Terror.” Now, for the sake of plundering Venezuela’s oil, it is raising a so-called “War on Drugs,” maligning President Maduro as a “drug cartel.” Especially we workers—who suffer exploitation by capital—cannot stand by and watch as imperialism, the highest stage of capitalism and another name for the financial-industrial-military complex, turns other countries into colonies and subjects workers around the world to double and triple exploitation.
Today, when aggression, massacre, and plunder are taking place across the world, we form the Defense Brigade “21st Century Che Guevara.” The fate of Venezuela is the fate of the ‘ROK.’ If the Venezuelan front collapses, all of Latin America will be placed in jeopardy, and World War 3 ignited by the imperialist warmongers will inevitably enter its full phase. It will be impossible to stop the storm of war from sweeping across the ‘ROK’ and East Asia. Unwavering support for the people’s government of Venezuela is, in turn, firm solidarity with the progressive humanity of the world united on the anti-imperialist front. The strengthening of the global anti-imperialist front will inevitably bring about the victory of anti-imperialist resistance and joint anti-imperialist action. “Workers of the world, unite!” and “the people united will never be defeated” are banners of victory and eternal truths. We workers and the people, united with the workers and people of Venezuela, will shatter the schemes of imperialist aggression and hasten the world’s march toward independence and genuine peace.
