바이든<정부>는 모든 대북도발행위를 중단하고 적대시정책을 폐기하라!

1. 바이든<정부>가 북과 중국을 겨냥한 미사일방어프로그램강화를 예고하며 핵전쟁위기를 고조시키고 있다. 미국방부는 <제1도전과제>로 중국을, <진전되고 지속적인 위협>으로 북·이란·러시아를 꼽으며 <국가적위협에 대응하고 효과적으로 억제할 완전한 준비태세를 갖출 것>이라고 호전적으로 나왔다. 미국방장관 오스틴은 <미본토를 타격하려는 야욕을 갖고 있는 북은 미국이 직면한 도전>, <미국은 북의 위협에 초점을 맞추고있다>며 망발했다.
2. 바이든<정부>는 전방위적으로 대북도발행위를 자행하고 있다. 미남정상회담에서 미남상호방위조약을 구실로 확장억제를 확약하며 코리아반도에서 독자적인 핵무력사용을 정당화했다. 5.11~17 미·일·호주·프랑스합동군사연습, 5.26~29 미핵항모·일해상자위대합동연습 등 끊임없이 전쟁연습을 감행하며 북을 도발하고 있다. 뿐만아니라 <비핵화>전까지 경제재제유지, 25년연속 <대테러비협력국>지정, 전단살포조종, 인권시비 등을 감행하며 북침핵전쟁책동과 대북고립압살책동을 동시에 벌이고 있다.
3. 대북적대시정책을 폐기하지 않는 한 북미관계의 평화적 해결은 불가능하다. 바이든의 반북호전성은 그어느때보다 북미·남북간 관계를 극단으로 몰아가고 있다. 북이 31일 조선중앙통신기사에서 미남미사일지침해제에 관해 <고의적인 적대행위>, <대조선적대시정책의 집중적인 표현인 동시에 파렴치한 이중적인 행태>라고 비난한 것은 우연이 아니다. 바이든은 본질에서 북침핵전쟁책동인 대북적대시정책을 즉각 폐기하고 당장 전쟁의 화근인 미군부터 철거해야 한다. 북의 과녁은 북이 밝혔듯이 <대양너머에 있는 미국>인 상황임을 똑똑히 알아야 한다.

Biden administration must stop all provocation behavior against North Corea and abolish hostile policy!

1. Biden administration is escalating the nuclear war crisis, notifying a strengthening of its missile defense system aimed at North Corea and China. U.S. Department of Defense belligerently asserted, “we will remain fully ready to respond to and effectively deter nation-state threats emanating”, prioritizing China as “the pacing challenge” and North Corea, Iran, and Russia as “the advanced and persistent threats.” U.S. Secretary of Defense Lloyd Austin made a reckless remark, “North Corea, which has an ambition to strike the mainland, is a challenge facing the U.S.”, “The U.S. is focusing on threatening North Corea.”
2. Biden administration is perpetrating the provocation action toward North Corea the whole way. They justified independent using nuclear force in Corean Peninsula, pledging extended deterrence on the pretext of the ROK-U.S. Mutual Defense Treaty at the U.S.-South Corea summit. They are provoking North Corea, conducting war exercise constantly such as joint military exercises among the U.S., Japan, Australia, and France from May 11th to 17th, joint military drills including the U.S. nuclear aircraft carriers and Japan maritime self-defense force from May 26th to 29th. Besides, they are waging a nuclear war maneuver against North Corea and maneuver of “isolation and choking” against North Corea at the same time, conducting, maintaining the economic sanction until “denuclearization”, designating as “not cooperating fully” with counterterrorism for 25 consecutive years, manipulating to send anti-North Corea leaflets, provocation of human rights.
3. A peaceful resolution of North Corea-U.S. relations is impossible unless the hostile policy toward North Corea is abolished. Biden’s belligerence against North Corea is driving the relations between North Corea-U.S. and inter-Corean into the extreme than ever before. It is no coincidence that North Corea criticized about the termination of the U.S.-South Corea’s Revised Missile Guidelines as “intentional hostile behavior” and “a stark reminder of the U.S. hostile policy toward North Corea and its shameful double dealing” in Korean Central News Agency on May 31st. Biden must immediately abolish the hostile policy toward North Corea, which is essentially a nuclear war maneuver against North Corea, and withdraw the U.S. troops from South Corea, the source of war, right now. They should be clearly understood that North Corea’s target is the “U.S. over the ocean” as North Corea said.
