유엔은 미국의 대북적대정책에 동조하는 반인권적 대북제재를 중단하라

1. 미국무부가 유엔회원국의 대북제재이행의무 강화를 주장했다. 3일 미국·네덜란드가 개최한 4차해상안보회의에서 미국은 <유엔안보리결의는 여전히 유효하다>며 북에 대한 해상제재협력을 강조했다. 같은 날 미국무부부장관지명자 셔먼은 <제재를 통한 압박>에도 비핵화 협상에 진전이 없다면 <모든 수단을 동원할 것>이라고 망언했다. 4일 미국방차관지명자 칼은 <강력한 제재를 계속 추진해야 한다>고 말했다. 앞서 유엔주재미국대사 그린필드는 북을 <심각한 위협>으로 규정했다. 유엔의 대북제재결의의 본질이 어디에 있는지 단적으로 보여준다.
2. 유엔은 창립이래 미국의 거수기역할에서 벗어나지 못하고 있다. 미국중심의 대북관점을 일관하게 유지함으로써 코리아의 평화·안전 실현에 도움이 되기는커녕 대북제재·인권시비로 미국의 제국주의적 망동에 동조하고 있다. 최근 유엔북인권특별보고관은 북의 코로나19대응조치로 <인권침해>·<경제난악화>가 발생했다고 억측했다. 이는 유엔안보리대북제재위원회에서 북에 대한 인도주의적 지원을 위해 미국이 노력해왔지만 <북의 정책으로 주민들이 삶이 어려워졌다>는 미국무부의 궤변과 다르지 않다.
3. 유엔은 대북고립압살책동·와해책동인 대북제재·인권결의안을 폐기하라. 우리는 1947.11.14 미국의 안을 수용해 남단독선거실시를 결의, 사실상 코리아의 분단을 결정한 유엔의 역사를 결코 잊을 수 없다. 유엔내 민주주의를 결정적으로 왜곡시키는 미국의 온갖 비민주적 행태는 유엔본래의 사명인 국제평화와 안전보장에 반하는 행위다. 유엔이 미국의 제국주의침략책동에 동조하는 한 세계의 평화·안전의 실현은 한낱 망상에 불과하다. 유엔은 주권국가로서 북·미를 평등하게 인정한 기초위에 모든 침략전쟁으로부터 평화를 지키려는 소임에 충실해야 할 것이다.

The UN must lift the anti-human rights sanctions in accordance with the U.S. hostile policy against North Corea!

1. The U.S. Secretary of State insisted on strengthening the obligation of United Nations member states to implement sanctions against North Corea.
   On March 3rd, the U.S. emphasized the cooperation on maritime sanctions against North Corea, saying “UN Security Council resolutions regarding North Corea remain in effect” at the 4th Conference on Maritime Security hosted by the U.S. and the Netherlands. On the same day, the U.S. deputy Secretary of State nominee Wendy Sherman made reckless remarks that “The U.S. has to use every tool available, unless it comes to the table to really make progress in denuclearization even under pressure through sanctions.” On the 4th, the U.S. undersecretary of defense for policy nominee Colin Kahl mentioned “The U.S. must continue to pursue robust sanctions.” Before this, the U.S. Ambassador to the UN Linda Thomas-Greenfield defined North Corea as a “serious threat.” It clearly shows where the nature of the resolution of the UN on sanctions against North Corea is.
2. Since its founding, the UN has not been out of the rubber-stamp function for the U.S.. Consistently maintaining the U.S.-centered perspective on North Corea, UN aligned itself with the irrational acts of the U.S. imperialism through sanctions against North Corea and provoking the arguments about human rights rather than helping to realize the peace and security in Corea. Recently, the UN special rapporteur on the situation of human rights in North Corea conjectured that “violations of human rights” and “economic hardship” were caused by the North Corea’s countermeasures against COVID-19. It is not different from the sophistry of the U.S. State Department that “North Corean policy made people’s lives difficult,” even if in the UN Security Council Sanctions Committee on North Corea the U.S. has been working for humanitarian aid to North Corea.
3. The UN should lift the sanctions against North Corea and abolish the resolutions on human rights, which are the plots of “isolation and squeezing” and the collapse of North Corea. We never forget the history of the UN on November 14th, 1947, which voted to hold elections only in South Corea, accepting the proposal of the U.S., in fact it was the decision to divide Corea into two halves. All undemocratic behavior of the U.S. which decisively distorts democracy in the UN is against the original mission of the UN to maintain the international peace and security. As long as the UN is in accordance with the plots of the US imperialist aggression, the realization of peace and security in the world is only a delusion. On the basis of recognizing equally North Corea and the U.S. as a sovereign state, the UN should fulfill its duty to protect peace from every aggressive war.
